Not a real modifier. The game applies some effects outside the buff system entirely -- refinery yields, cosmetic skins, daily bundles, XP and points grants, Fleet Commander unlocks -- and stamps a canned placeholder signature on the buff record standing in for them. Decoded literally that signature reads "Protected Cargo, on ship launch, for Explorers and Interceptors", which is meaningless filler; the payload names 133 of these records "FakeBuff" outright. The VALUE on such a record is real and worth showing (the TC Armada Refinery research really is 100%/200%/300%), but what it acts on is recorded only in the ability text, not in the codes.
